Online Billing - dues payment on credit card - 9/27/13

This article applies to clubs who have the dues of some users charged directly to a credit card.  Previously the card was not charged if the dues charge did not make their balance go over their credit limit.  This logic was changed so that users with a credit card payment preference for dues will have their card charged unless they have a credit balance larger than the dues amount.
