Online Billing - new screens for invoicing batch charges

There are 2 new screens for invoicing batches of charges.  If you are a sysop or have special billing privileges, you will find them along with the dues invoicing screen in the new Batch Invoicing submenu under the Billing Admin menu.

1. New screen for late fees.  This screen can automate invoicing of late fees based on balance at date specified by you minus any payments or approved credits through the invoice date.  It is calculated based on a flat rate, percent of balance, and minimum charge, which can be specified in the screen. 
2. New screen for assessing miscellaneous charges.  You can select an item in this screen.  The rate defined in the item list will be invoiced to all non-retired users.
