Online Billing - new features (sales tax, instruction, purge)

The following new features have been added to Online Billing:

1. Sales tax - if your organization charges sales tax on rental or other items, let Time Sync know, and we will help configure this for you.
2. Instructor invoicing and payroll - You can now enter instruction using instructor schedules through Schedule Master.  This data can then be used to generate a payroll report.
3. Purge functionality - You can now purge some of the transactions from the user statements or owner statements.  Due to the complexity of the data relationships, we do not allow purge of rental transactions.  We also do not allow purge of electronic transactions since real money needs to transfer when those happen.  Purge should be used sparingly.  It is often better to enter a credit to reverse an invoice.  Purged transactions can be viewed from the user statement and vendor statement.
